Why are electric bikes, normally, so expensive?

The Californian startup Strom Electric Bike presents a project to develop an electric bicycle for only 500 $, a solid fat bike with 350W engine in the rear wheel and a lithium-ion battery of 36V / 8.8 Ah, good for a range of 50 miles.
